Well, she can go, but she should have applied for her renewal at least 6 months before the expiry date. In reality, it usually takes about 8 months to get the new card. And about the 6 month thing with the passport…only SOME countries require you to have 6 more months on your passport, some 3 months, some have no requirement. It is NOT a U.S. govt requirement.
